In 1989 Peter White Public Library Board of Trustees began a Long Range Planning process. One need that was identified was the change in library user demographic which included over 30% of library usage coming from township residents. The PWPL Board established a Township Services Committee to meet with surrounding township boards to discuss service area expansion.
The first library millage election was held in August 1992. Approving the 1.0 mill request were Chocolay Charter Township, Marquette Charter Township, Sands Township, and West Branch Township. Skandia Township approved a service contract/millage proposal in 2002.
The Peter White Public Library established the Township Advisory Council (TAC) in 1992 to provide a formal method of communication between the Library Board and Township Board members.
Members of the Township Advisory Council (TAC) are appointed by the Township Board in which they reside. The role of the TAC is to serve as a point of contact between the Library Board of Trustees and Township Boards they represent. Additionally, they help PWPL to determine how best to meet the needs of patrons living in those townships. Meetings are held four times a year and are open to the public.
